Politicians and rulers lie because it works. Because people are born believers. People are suckers for simple, easy to understand answers for complicated problems. Seeing the world in black-and-white makes life easier by giving us only two choices, when reality is nothing but 50 shades of grey. It is true that first impressions are usually the lasting impression. We, for the most part, hold on to whatever the first thing we heard or learned about a particular topic. Keep that in mind when you are teaching children something for the first time. Keep that in mind when you hear simple, too-good-to-be-true answers for deep problems.
